Seems to me that grandfathering in previous events and arbitrarily capping new events isn't right. I can appreciate that folks who've promoted an event for years may feel cheated, or even financially "crippled", by having their permits withheld, but... if their event is worthy it should be able to withstand scrutiny in an application process.
